I'm not sure the reasoning, only that it's law in OR and NJ. My friend lives in NJ and the first time she went out of state for work, she said she waited almost 10 minutes at gas station waiting for an attendant to pump her gas. The guy thought she was insane when she asked for help.
no self service at all?
haven't seen gas attendants in years!
