He did his job well, showed honesty and integrity, and questioned unorthodox law enforcement practices. I'd consider him a good cop.
But then he sees a wesen and considers that he might be going insane. If I remember correctly, he checks himself into a mental health facility for treatment.
There is a point where Nick, Hank, and Renard discuss bringing Wu into their conspiracy and talking to him about wesen. After being told about wesen, Wu becomes just as corrupt as Nick, Hank, and Renard.
I see a moral dilemma here. By telling Wu about the existence of wesen, Nick and company prevented him from further mental issues. But now that he knows, Wu is just as corrupt as the rest of them.

Thoughts: this is a very standard technique used to recruit people into criminal organizations.
Wu was an oddball cop, maybe liked but probably not part of the clique brotherhood of the badge so now he gets to be part of a small close knit group of people, who give him a sense of belonging and the type of fellowship he likely never had before...hence the reason he was easily corrupted. His desires to belong and be part of something greater than himself allowed him to compromise what once were his values, replacing his personal values with those of the group he is now a part of.
