It was probably just a sign of how she felt about whoever she was looking at at the time. But she didn't seem terribly surprised when Meisner tossed Freddie out the door, did she?

That would depend on who actually shot that pen into the Verrat's forehead.
Considering Diana could simply stop his heart if she wanted to, a pen in the forehead doesn't seem to be the most foolproof method she could use. It's a weird form of defense. Maybe she wanted to hurt and so stop the verrat rather than kill him?

the agent rudely touched Adalind's belly, if he had done it to verify or threaten but it hurt him. Would let someone touch them under?

That’s a bit of a leap, were was it hinted that Diana had the power to just stop someone’s heart especially in utero. Your attributing powers to her we were never shown, if she could simply stop someone’s heart why couldn’t she do it to Boneparte.
