Now they may have a central oversight to prevent some leader just taking it but the paperwork will be very little and all coded.

We have yet to see this darker Nick Grimm 2.0 will be this darker Nick when he goes into the field as an HW agent, but we seen BC are not going give up in a peaceful way.
One thing the writers is doing that is not strategically smart is that things are going too fast for BC and for HW. For example, as far as we know Eve is the strongest card HW has to play against the BC and this card was already put on table. Ok that the show is saying the HW exists for a while and the BC also exists for a while... But I have the impression the writers are like wanting to write four Seasons story in just one... Are they considering the possibility of the show not renew?
Trying to see how this works inside the story, maybe the writers are trying to create a chain reaction sensation. Someone started the the war with the first move... And got a reaction from the members of the BC and from the the HW. The sequence of events and reactions will make that the both parts lose control over the process.
If this is the case wfmyers120 about the royals being far from the BC. This movement is easy to start and even to influence... But if it get momentum you lose control and the consequences can be undesirable. The royals are people that loves control.
Would they risk to start a process they can't be sure to be able to end?
