Quite the contrary. Those black ops clowns look for people like that all the time. Someone who is under everyone else radar, but has connections in places you want intel from.
These are actually the type of CI's they would try to recruit. Especially since they are, by black ops standards, expendable. No loss of "necessary assets", if they are taken out, too bad, no great loss.
So far as Hank and Wu are concerned, useful cannon fodder. There it is.
What would they be looking for from Rosalee and Monroe?
Connections to the wesen BC/criminal/underground. Your basic street thug is not all that smart. And Monroe and Rosalee have connections there. When BC needs intel, where are they going to get it from? Mostly from other wesen on the streets. So, Monroe and Rosalee can start asking, some discreet , questions. Or, perhaps plant some disinformation.
And perhaps gather some interesting intel of their own?

Short answer, yes. When I posted earlier about HW having to be international, or otherwise it couldn't work. I was speaking of the difference between having a single field agent collecting intel and then passing it on through secure channels versus setting up manned operational centers and conducting what amounts to guerrilla warfare.
Other countries internal security agencies are going to take notice!
