My thought is that Meisner was working with a wesen in that cell and not Juliette.
We're meant to believe that was Juliette and Meisner was training her. We never saw the process of her becoming Eve. We only saw her get backhanded while restrained then we didn't see her again until she was Eve. We're left to imagine how daunting the process was without actually seeing it and that was our lone hint to how combative it actually was to complete her transition to Eve.
I doubt it was some random wesen in that cell because we would've seen it at some point. It would only end up being a waste of a scene if that were the case. Eve was setup to be the huge reveal before the winter break and that scene played into it.
Who says we're meant to believe it was Juliette in the cell? There was nothing I recall about the scene that definitely pointed to Juliette. It was an unknown. In addition, a discussion took place about the scene not long after it aired. If I recall correctly there were posters who speculated it could have been Trubel in the cell with Meisner.
The best way to frustrate a cyberbully is to ignore him.
