Who determines that, by the way? I mean, it's obvious that it's not important to Nick, Monroe, or Rosalee. It certainly wasn't important to Adalind.
The only ones who are clamoring for this apology are the viewers.
Forgiveness doesn't equate repentance, they can happen independently of one another. She could have said sorry, asked for forgiveness and Nick deny her that if that's how the show played it but the did the reverse, she didn't feel sorry, or ask for forgiveness and Nick forgave her. She only said she would never forgive Juliette for what she did as if Juliette burned down her family trailer and heirlooms, as if Juliette betrayed her mother and not Nick's. This viewer is calling BS on Eve's disassociation and shift blaming. This has nothing to do with what Nick and scoobies did or should have done.
Nick and the Scoobies seemed to forgive FrankenEve, but their motivation is not clear. They also were cautious of her and likely feared what she might do. It seemed odd to me that they would invite her to Monroe's birthday celebration when only a short while ago she attempted to kill him.
Her entire lie that "Juliette did that" was unacceptable. She had no regret and never repented.
