I think this is probably a reasonable assumption. The odds that the person or persons the seven knights took it from were also Grimms are pretty low, and from the multi-language cloth it was probably in other hands before that. If nobody but a Grimm could touch it or use it, there wouldn't have been as much reason for the knights to want to conceal it from the royals.
Nick became the stick's master either because he was the first to touch it after its previous master had died 800 years ago, or because he was the first to use its power. If Sean or Conrad had gotten it first, they might well have become its master.
Of course, they would also have become Zerstorer's target...
