The networks' primary concerns are about ratings and not doing anything to upset their paying customers (their advertisers). Any resemblance between the finished product and quality is coincidence.
Networks' don't "hire" showrunners, they license programming. The people who actually do own the shows (which may or may not include the showrunners) don't work for the networks either, they sell to them. That's why you see shows cancelled on one network get picked up by another, or by streaming services.
