Juliette knows that the Royals have been to town before and have have threatened lives in order to get to Diana. Kelly had to leave with Diana after tricking the Royals about who actually had her. Kelly was risking her life by taking her. It's not unreasonable for Juliette to consider that this encounter would end in blood because the Royals would stop at nothing to get Diana and Kelly would not allow them to take her without a fight. She heard the fighting from upstairs, heard how violent it was getting, and did nothing. The best I could say about Juliette at least not considering it is she didn't want to know but even that is stretching it. Plausible deniability only goes so far.
You make a good point the Royals did threaten to kill anyone that stood in their way of getting Diana. But you have to consider if confronted with and over whelming force why would someone insist on resisting. That is like saying with a gun to your head, would you still throw a punch.
As for Juliette not doing anything to help Kelly. There is a heavily armed attack team of wesen downstairs. A suicide mission would not seem like an intelligent option.
I would agree that Juliette's actions did not seem she put much thought to protecting Kelly. There could have been things she could have done to facilitate a smooth transfer. But nothing seems to point to Kelly dying being a foregone conclusion.
In summary I chalk her actions up to negligence and not intentional. I also think if Juliette was not in a position that she needed the Royals help in creating a life as a hexenbiest. She would have not helped the Royals.
