I don't think that's correct, I don't remember anything about unpaid tickets. They were bringing him down to the precinct ostensibly to look at pictures, as a witness. They then locked him up because he ran from them, which was reasonable suspicion - but they never charged him with anything, which AFAIK means he cant make bail because no bail has been set.
