At the time the keys were made, there would have been no map location to find the keys. It's a wonder Monroe managed to piece it together, but that was merely a plot device so Nick could get to Wolfach and search around. Even in the fantasy of the show, it's a stretch for the viewer to believe that Nick and Monroe would just happen to find the underground cave and thus, the treasure.
I have often wondered who crafted the keys for the knights. As men of status, they would probably commission a silversmith to make the keys. Or, maybe more than one silversmith since seven of them were made. So, in addition to the knights, there are persons out there who also know of the keys. That's one reason why I'm not completely convinced that the royals got all of their information from one tortured knight. But the reason I was thinking they might be a decoy is due to the fact that they wouldn't unlock the treasure, even if a person had all seven. It would take Grimm blood to open it. The Grimm knights might have figured that, had the royals stumbled upon it, they wouldn't be able to open it, unless they had Grimm blood.
However, that box would never have stood up to a sledgehammer or an axe.
