Basically, I think the captain was messing with Wu a little.
I'm not so sure about that. There's a rather hilarious (and quite valid) criticism Kenneth Brown made about the show for the season 1 collection:

Quote:Watching Nick subvert truth, justice and the entire legal system grows tiresome along the way too, and only serves to make the rest of his department -- even the decent cops -- look like idiots. How many ungodly murders and unexplained phenomenon have to occur before the FBI or national media take notice? How many "ordinary" men and women have to do unspeakable things before someone, somewhere in our interconnected online lives starts to wonder if maybe, just maybe something is amiss in Oregon?
Supernatural paves over countless plot holes by keeping the Winchesters mobile, scurrying from state to state. Grimm plants its hunter and his sidekick in one place, making it that much more improbable that no one is asking the questions that need asked (at least not with the motivation to answer them).
I have a suspicion Renard's remark was the writer's way of attempting to address this problem. I'm hoping they'll elaborate on it in season 5. Either that, or they'll just have to pull out all the stops and force the Wesen out into the open.
I read the entire review and it sure ain't calculated to sell a lot of Grimm Season 1 DVDs. He doesn't seem to like anything about the show at all. Maybe he found some improvement in the later seasons.
I'm not one who notices the implausibilities that much, but if a person knows something about story-telling, writing, or even producing smooth and believable scripts that don't get in the way of suspending disbelief, I can see how distracting these omissions, gaps, and reality stretches would be. There is enough criticism around here about this subject to accept that it's a valid complaint.
One defense for successfully covering up all the unbelievable and violent crimes in his precinct could be that the Captain sanctions, indeed participates in, creating the false reports, accepting the unlikely explanations of strange events, etc. All in the belief that the average police officer at PPB isn't ready to deal with acknowledging the presence of wesen living among them and in their communities.
If we consider that the detective section investigating violent crimes is quite small in the PBB, perhaps the other members of the department wouldn't concern themselves much with what goes on there. Doesn't address the problem of the rest of the country's law enforcement agencies or the national press not noticing the strange activities centering around Portland, tho'.
