Unless each week Juliette goes all hexenbiest she will go back to being no more then support or side kick. Take Rosale for example. She is a fuchsbau but we seldom see her woge. The character is about who she is not what she is. Juliette is not about who she is but what she is. We really don't know who Juliette is.
Every thing after this hinges right here. We tend to knock the actress but this is the fault of the writers and the director. She has been in every show but they have not shown us who she is. The actress could try ad libbing her scenes but I doubt they would let that pass.
Is she only aggressive about her home? After all women tend to be protective around the 'nest.' Even before children come along. (Sorry to any ladies out there that I am insulting at this point. I do not mean to be stereotyping here.) If this is the case then all the rest of your points are out.
As for the guy in the car. I have wished I had the power to do that about a million times in my life. I think a psych eval should be a part of getting a drivers license. I might not have one but neither would some really angry and aggressive people. His driving was a menace.
It may be that she is meek and mild till threatened. Taking care of oneself when one needs to is not a bad thing, man or woman.
But I do support your point about woging every episode 150%. They are going to have to do something but if you re-examine the fight scene with Adalind, I do not think she woged till after she stopped the vase from hitting her and she did not woge to stop it. She only woged when she went on the attack. So the solution may be as simple as moving things to intimidate wesen (who will figure out what she is by that) and going ahead and dishing out smaller punishments to others. Such as 'lifting' the keys from their pockets and hiding them inside the cars ignition next time, behind a locked door. Then bending the internal bar so the slim jim keeps slipping off. Imagine trying to explain why you are 2 or 3 hours late back to work from lunch to your boss.
We really have not had a chance to see much about her separate from Nick unless it was set up for her to give info to the other side accidentally or to see her nurturing someone or something. I can not but help to remember one of the oldest tenets of medicine which is if it can harm it can heal and vise versa. That is the reason for the Hippocratic Oath. So the question is can Juliette remember who she has been and figure a way to use her power to heal?

A strong professional woman who wants to defend both her home her man her friends and herself. remember what she did when her friend was threatened she jumped right in without powers unafraid. When they rescued Monroe she would have come hexenbiest or not. I like the character, to say we don't know who she is just shows some people don't look hard enough. I would like to say that the women on this show are certainly the most assertive on any show. They frequently appear to be more badass than the men. Hope they don't make her bad the combo of her and Nick could be the stuff real Grimm dreams are made of.
