For instance, when he killed the Verat outside the Hotel, he knew they almost killed Hank, he knew he couldn't prove it, and he also knew they represented a danger to himself and all his friends.Let me fix your paragraph to shine some light on the problem.
"For instance, when the policeman killed the mobster outside the Hotel, he knew the mafia had almost killed his partner, he knew he couldn't prove it, and he also knew the mafia represented a danger to himself and all his friends."
This is clear proof that Nick is a dirty cop. This is what dirty cops do. They take the law into their own hands. There are plenty of people involved in organized crime who the police know are guilty of murder, even if they don't know which murder in particular. However, what separates the police from the criminals is that a court of law gets to decide guilt. Not them.
Now, whether there has been an accurate evolution or not of Nick going all dirty copy/vigilante, that's up for the debate. Nick arrested the coyotl gang in Ep. 203. He also arrested the Hasslich in Leave it to Beavers (Ep. 118), the Spinnetod in Ep. 111, and the blutbaden gang in ep. 214. However, he was an accomplice to the murder of wessen in Cat and Mouse/Ep. 117 (i.e. the Verrat hitman), actively murdered the ufologist in Ep. 219, and I believe killed the cobra-wessen in 206. Clearly, the writers wabble back and forth between deciding on whether Nick can arrest outlaw wessen or whether he needs to take the law into his own hands.
Personally, I think it's because writers, whether in television or movies, need closure for bad guys. Killing them is often the easiest and quickest way. That's why villains often get killed off in movies/shows. There's no additional scene required after the audience sees them die. When it's not advantageous to have them arrested, Nick or someone else will just kill them off.
