Maybe it wasn't a metaphor at all, but a threat? The episode led us to believe that Juliette apparently considered Meisner's words and joined HW. But what if she refused? Would Meisner have murdered her then?

Why didn't she use her hexen powers to just open the cell door and murder all the HW agents? She didn't seem to enjoy their company.
