Most characters who die on a television show, do in fact, stay dead. Implying that he died is more so that the writers will hear less whining from fans about the need to bring him back. Also, for some reason, most writers don't like leaving loose ends.

On LOST, between 2004 and 2010, he has a few small parts in movies, and that's about it. He hasn't been a major character on any television show (except for the cancelled Alcatraz) since then (and having a cameo in a movie is a very different situation from having a guest appearance on a television show). Therefore, he's had lots of free time to have guest roles.
Though, the real problem with Titus Welliver getting a major television role has to do with contracts, which is why Angelina was probably killed off. Grimm is on NBC. The actress who played Angelina got a role on an ABC show, making it unlikely she'd be able to work out future schedules with the Grimm producers.
