Keeping tabs on this kind of activity for the Council to make sure it didn't draw unwanted attention to the wesen community.
Her whole mission has been to get in with Nick's crew from the beginning because the Council knows about Nick and Renard and they do not want a Royal having control of a grimm and the potential for going back to the 'bad old days' when the Royal's used grimms to control wesen. She has been feeding information to the Council about Nick and his activities since day 1. Which is why the Council seems to be willing to work with Nick. Someone who would seem, at first glance, to be their natural enemy. The intel Rosalee has provided has convinced the council that Nick is a different kind of grimm. Rosalee is so a double agent!
Your reasoning is sound, and as you say we only have her word about her past. So her being an agent for the Wesen council seems very plausible especially how easily she obviously started feeding info to them.
But to take your idea that little bit further, like any potential undercover agent there is always a chance that the agent will be 'turned' because they develop an emotional attachment to those she has been sent to spy on. Rosalee may have started a relationship with Munroe as part of her cover, but this may have become much more(she has decided to marry him after all ). And all the time she has spent with the Scoobie gang and Nick, it must be clear as I'm sure her intel to the Wesen Council has indicated that he is a Grimm of a different stripe, and perhaps she has had her perspective shifted to see Nick as more than a potential asset but as a true friend. It will be nice if at some point her true allegiance is tested and she has to finally choose either the Council or the Scoobie Gang for her ultimate loyalty.
