Is it possible the secret government organization responsible for kidnapping Trubel and Juliette's body has been seeking out ways to recreate the circumstances of Juliette's transformation, and experimented on Trubel? It would definitely explain the inhuman noises coming from her cell (assuming it was the same cell) in the first two episodes.
