It was late at night and the city was in the grip of an "emergency" that had cops running all over the city responding to phony 911 calls. Those two BC cops at the front desk wouldn't have had much difficulty convincing anyone who did happen to come in that it would be better to come back in the morning. Non-urgent phone calls would probably get the same treatment. And 911 would have been overloaded by the "emergency."
It's not as if many people actually want to spend their late nights at their local PPB precinct. That's what we have Wal Mart for. And more strip clubs per capita than any other city in the USA.
