If they are not completely in thrall to the Royals then as you say Rosalee and the channels that Nick himself has been able to forge with them, they may be able to influence them. Portland could potential become a major player in the greater battle that is happening across the globe. It could become a staging area for the SOS to launch strikes against the Royals and Werrat alike, a safe harbour for fleeing anti Royalist. If the new resistance movement can finally carry the day Portland could be a hub of a new Wesen government, a place where a council is elected and decisions are made for the good of the thecommunity. It seems apt that America could be the birth place for a Wesen constitution, where life, liberty and the pursuit of happiness is the right of every man, woman, child and Wesen and can really be made real.
Following this path adlines baby could be the savior. The writers did create the secenrio of a grimm raising a super hexenbeast. Why go through this involved story line if not to use it later.

It would be an ingenious way of solving the pain in the rear end romantic issues that Juliette and Nick has. Finally Juliette gets to walk a mile in his shoes comprehend the decisions he has to make and finally understand why Nick simply can not turn his back on his responsibility. Nick was a policeman before he was a Grimm, I remember reading somewhere that the etymology of policeman is man of the city, and I think that is what Nick and any real policeman is, a man of his city standing in the way of chaos and in Nick's case most particularly darkness. Where others would run and hide he stands and fights and perhaps as in your scenario Juliette becomes activated as a Grimm she can truly grasp who Nick is, and come to accept and finally become his companion both romantically and as a fully active participant in the adventures.
In the end nick needs juliett. She is what keeps him together. Remember after she understood whats was going on, she demanded she be included. It is nick that keeps excluding her.
