HW reported that BC was massing its forces in Portland, which leads me to conclude that having a city they believed would be a safe haven from which they could launch other actions was their principal objective at the time, and that Renard's value to them was as a means to achieve that there. Whatever else they might have dangled before him, he eventually learned that he would never be anything other than Bonaparte's puppet, with no real influence over anything Bonaparte wanted done.
