My guess is that what BC actually offered Renard was a seat at the table selecting and directing those politicians behind the scenes, if he could secure them Portland as a safe haven for their base of operations. Which might help explain why Renard appeared so high up on HW's BC org chart.
I know this was done in the context of the show, but it is unlikely that BC would ever consider Renard for anything in their organization. For one thing, Renard has nothing going for him. He's just a police captain who's been content with the position for years. He just isn't outstanding enough for them to take notice of him.
On the immoral side of the question, there's the cardboard family with a baby who doesn't even belong to the future mayor of Portland.
The best way to frustrate a cyberbully is to ignore him.
