Not only they made bad decisions, they were way overrated when compared to a Grimm. I know I did or someone else did a count of dead Hexs compared to dead Grimms. The results were astonishing of how many more dead Hex's than Grimms.
I guess you can attribute those results to what you pointed out as Hexs making bad decisions.
