Just like Kenneth plan inclujded crowd control. There is no reason to think BC would not also include crowd control. Consider they transferred Nick to that precinct. It would not make any sense even from a tactical point that there would be bystanders in the station.
I agree, it's not tactical to have others on the battle field. However, Nick does not have that control. He's being restrained so he has no say so in the situation.
I can't imagine Eve making sure the coast is clear of any humans before attacking either because there's no time.
