I would guess that the minimal staff who would remain behind while the rest of the precinct cops responded to the 911 calls were all BC, and once the human cops were out the door they opened up the cells and released everyone in lockup to add to the general chaos in the city. There wouldn't have been all that many to release, because PPB precincts only have temporary holding cells for the newly detained. Once people are charged, they get moved to County facilities.
What I always wondered was whether all of the uniformed BC we saw that night at the precinct and storming the fome were really cops. If some of them were lowlife BC just dressed up in uniform, the number of actual cops killed or missing would be a lot lower, and maybe nobody would even go looking for the non-cops.
