Ancient Rome had drafts where citizens could freely join the army. However, due to huge casualties, the necessity of raising legions quickly often arose. There were instances in Roman history where tribunes were granted the authority to draft men into the military. The shortened version of the draft was put into place as Roman citizens were entitled to some process but in reality, citizens really had no choice. If one of these shortened drafts took place and a citizen was selected, death was the punishment for disobedience or failure. Slaves were were not Roman citizens and Roman tribunes could (and did) draft them in emergency situations, thus forcing them into the militia. The tribunes were allowed to enter any region in the Roman jurisdiction.
