I'd say not much at all, if the first clue Chavez and HW had that there was a grimm (actually, two grimms once Trubel came on the scene) in Portland was when Chavez saw one of the grimm books in Trubel's room.
If HW had been anything like an effective covert agency, the moment Renard declared himself a candidate, he would've gotten a midnight visit from a bunch of commandos informing him that they knew all about him and BC and if he didn't want to end up getting disappeared and renditioned to Gitmo or some secret third world ally to spend the rest of his life in a world of hurt he was now HW's inside man in BC.
