Juliette wasn't the lead, she was his victimised girlfriend turned to a scorned woman/villain because of him. It's in S5 that she's first independent of him but only superficially because as part of HW, she still had to work with him and wasn't completely free of Nick's shadow. And S6 is a meshing of too many ideas. In 6x11 she claims her independence again but as a combination of Juliette and Eve but her story still revolves around Nick.
I agree with @irukandji it doesn't matter which relationship you choose, it's Nick that's in the driver's seat, not because he's proactive or anything but because that's how it's written. Shows are typically written to cater to the lead more than to anyone else. They will have the other support cast feign independence from the lead but any real independence results in disappearing from the show permanently unless from the very get go the show is written as an ensemble cast like GoT or Westworld where you can have characters driving their own stories without ever interacting with the others.
Juliette/Eve has 3rd billing while Adalind is 8th billing is that not important either?
Nick's relationship with Juliette is nothing like his relationship with Adalind because of a number of things, Kelly, and the fact that Adalind found herself in a reduced state, recently confronted by her "badness" and wanting to change for the better. At the end of S5, she was not in a position to make demands of Nick about their relationship even after they sleep together. He had his secrets but then again she had her own. She basically reacts differently to Nick. He's not perfect and has the same individual problems he had with Juliette plus a few more that come with being in a relationship with the woman he used to hate but suddenly doesn't. It's impossible for both relationships to be the same.
The only connective tissue I see is that both women seem to suppress a part of themselves in order to be with him. Juliette did it with dire consequences and Adalind does it but because she also has issues, she accommodates him where Juliette couldn't. And because she's already been at her worst and suffered the consequences, she seems content to embrace this new mildly docile version of herself. She's no longer trying to make Nick's life very miserable, that may be what throws/turns people off.
