I do understand that if he did work as a tax authority officer but he is not. Sides, I do not blame him for going off the books because he is trying to protect not just himself but his son and Adalind, he wants to be hidden and so has to take measures like that atleast for a period of time. He did something close regarding his trailer when he bought the land for it through a law firm with Juliettes help that was hidden as his property.
The man is an officer, a grimm officer and has enemies all over. It is not a bad idea to have hiding places where your enemies will not come looking for you even if he needed to bend the rules to an extent to keep his family safe when the risks are high.
And to edit; Grimm has shown us it is normal for the cops and authorities in Grimm a normal routine to bend the rules by breaking it or as you put it abusing thier power for the greater good or for the greater bad.
