It’s pretty obvious Diana knows what to do.
But she didn’t intervene on adult Kelly’s behalf or the people at the safe house, or prevent her own kidnappings, so Diana preventing Kelly’s abduction isn’t absolute. Adalind’s wellbeing does appear important to Diana, so it’s likely she’d protect Kelly for Adalind’s benefit instead of a brother/sister bond.
Diana may have childlike characteristics, but her power was magically created, she’s been hunted since in utero, taken by and lived with several strangers since she was ten days old, used magic to manipulate her parents into expressing ‘love’, and has killed two people that we know about. Nothing about Diana and her short life is normal or predictable.

If Diana doesn't feel threatened she's not likely to react negatively. But Diana has never resisted being taken by strangers, or shown fear. Because of her powers, fear probably isn't a necessary response for her. Considering how many times Diana’s been taken, it might be a good idea for Adalind to give Diana a safe word that someone would use if mommy sends them for her.
