Well sure, but there's nothing to suggest they *are* Grimm skulls. Just the fact that there are seven of them, and there were seven Grimm Knights. But just because there's one skull FOR each Knight doesn't mean its the skull OF the Knight (or a Grimm in general). There's just seven skulls in a G as a symbol, a marker for those who know what they're looking for and know what the seven and the G mean.
Plus I don't think knights would have their skulls just tossed in the pile like that either, they'd be buried with more ceremony and their bodies left to rest undisturbed. Plus, I really don't think Grimms would like the idea of having their head separated from their body, given what they did for a living
