Could there be others? Thinking way outside the box could the wig being use add in some way to one of her powers maybe not the color but cap under the wig. The color is a code as to the power she wishes to highlight? This is very far out but this is Grimm.
I think the writers want viewers to see those wigs as some sort of "superhero" like costume with a similar effect as tights and a cape but they just come off ridiculous because we don't know why she wears the red as opposed to the platinum blonde or the bubblegum blue at any given moment since those around her see Juliette who's just disassociated.
