Well irukandji, I see your point and I say you are correct, at least to a good degree. Though I do believe there has been subtle development, each character, at their core, has remained basically the same and I don't really see that changing much.
Bud: good supporting character, the friendly, helpful guy, a bit of a cowardly lion type but will show courage when it's really needed. I don't see this character changing much, no need, he is who he is.
Hank and Wu: These two are also good supporting characters but the only evolving that has been done with them was bringing them both into the Wesen world. I don't see much change for them either, maybe a girlfriend for one or both, they will remain loyal to Nick and fight by his side.
Monroe and RosaLee: These two have had some subtle development, we did see and hear a little bit about their pasts, RosaLee's addiction, Monroe's blutbad issues, and since they've gotten married, they've suffered racial attacks and the Wessenrein trial which has made them a bit more aggressive even if it is subtle.
Renard: We've seen a little bit of his life, his family, the Royals, and his mother. He's bounced back and forth from bad to good, been possessed by Jack the Ripper in a near death experience, so he's dealing with being a murderer by proxy and he turned on his familky, realizing the giving them the kind of power their searching for was a bad idea for everybody. He's come along quite nicely and I expect more from him.
Adalind: Similar to Renard, Adalind has gone from bad to seemingly good, we'll see if that lasts but I think it will. Adalind, as a Hexenbeist, was as nasty a character as you'll find, but now, after losing her powers and having two kids, she's starting to change and I think that continues to evolve. So, I think we're starting to see her character develpment.
Finally, Nick: We've seen ANick evlove in terms of learning what he is, a Grimm. He's been pulled into the Wesen world and having to learn on the fly, since he previously knew nothing about that world. He's had to juggle a relationship, a day job, and being a Grimm, not easy. Having said all that, I do feel Nick's character has been a bit bland. He hasn't always felt like the MAIN character, at times, it's sort of felt more like a team effort and that's fine for the most part but I think you do need the MAIN character of the show to standout a bit more. Now, I do believe Nick will show further development, with the loss of his mother and Juliette, and him becoming a father, plus, the possibility of a relationship between he and Adalind.
Honorable Mention, Trubel: We don't yet know if Trubel is going to remain as regular character or not, at least I don't know? I hope she does, she's captured the fans with her toughness but i think there's a lot of potential to really develop her character. We learned a little bit about her past but that chess piece is still a mystery and I hope it's explained.
