A total stranger who comes to your door out of the blue, no. The law does not require you to report suspicions.
Someone you are acquainted with who you can reasonably expect is up to no good (for example, he has bailed you out of jail, told you he can make your life better if you help him get what he wants and has you looking at a plan of the neighborhood while he asks you questions about the occupants of multiple houses), yes.
