There was no "they" at the time Renard took over the mayorship. BC was gone. HW was obliterated from Portland. Nick may have had Renard's computer and his records, but it still comes down to Renard having him in the end. There is no replacement for Renard that's going to tolerate Nick's antics. Without Renard behind the captainship at the police station, Nick's fun days of being a Grimm would end fast. That's why he took the mayorship from Renard and that's why he agreed to be a good boy in the face of Renard's threats.
BC was not gone….. and it was Nick who was in control. Renard had to give in to all of Nick’s demands, and the only thing he got in return was not being humiliated even more in public. Nick did not take any orders in season 6, instead he told Renard a couple of times that he did not call the shots – and Renard had no choice but to accept. The fact that Diana was loyal to her mother, and Adalind was totally loyal to Nick, did not make Renard’s situation any easier either.
BTW, after the final, Nick also had access to magic (two Hexenbiests and a staff), so Renard's consent became increasingly irrelevant.
