He finally realised that the freedom he had operating as he did before, just because he felt it was necessary ended up causing more problems. Ultron was his fault, he recognised it and felt that it was necessary for the leash to be shortened. I like Cap, he's a better man than Tony will ever be but I couldn’t see his side because I do believe in oversight, in a measure of control within the system that prevents things like Ultron from happening, increases accountability and honestly treats everyone as equals so when you do screw up you suffer the consequences. I think that's probably why I enjoy AoS as much as I do because to a greater extent than I have seen in the greater MCU, there are real consequences to the actions taken by the characters. They do blur the lines but it's never without consequences and sometimes the consequences are deadly and the characters are shown dealing with stuff that happened three seasons back.
An argument for them would be that they save lives and stop villains that normal law enforcement wouldn't stand a chance against.
An argument against them wouldn't need to go any further than Ultron. Tony cost a lot of damage and people paid the cost because of his hubris. The Avengers just saved the world from a mess that he created. This led to his position in the conflict in Civil War.
Of course, I'm predicting this will end with the recognition for the need of vigilantes. The entire world is going to recognize the need for every vigilante they have come next year.
Everything that happened in CA:Civil War will be reversed in the next Avengers movie. Cap will come out as the one who was right instead being "more right" than Tony as that movie ended because government control is the always the villain in their world.
