How many wesen do you suppose Marie dispatched? 50 maybe? Let's say there are only 10000 grimms left in the world at the end of the series, excluding Nick and Trubel. If each of them dispatches 50 wesen during their lifetimes, that's half a million wesen. The only reforming grimm here is Nick, and even he's killed over 50 wesen.
The remaining grimms aren't reforming, so they're doing what they've continued to do for thousands of years. If they're getting away with it, why wouldn't Hopkins? He's just a souped up version.
