That means the system wasn’t able to deal with and Nick had to deal with him outside the law. The full idea behind Nick actions against wesen is based on that: the system is not able to deal with wesen then Nick needs to deal with it outside the system.
Nick murdered Kenneth, Adriano. There's no other way to look at this. Kenneth had a conversation with the king immediately prior to his murder, in which the king told him something to the effect of taking care of Nick. I don't even think Kenneth was arrested and charged in accordance with Oregon law because no one had been been on the scene to determine who did what, take evidence, interview neighbors, etc. At least that's what I gather from the fact that Nick returns home and the head is still sitting in the living room.
I know there are people who applaud that Nick got to get his vengeance on Kenneth. I just don't. There's no question in my mind that Kenneth is scum and we know he was an accomplice in Kelly's murder. However, Nick doesn't know that and never will because he didn't follow the law but instead interfered to get his vengeance.

The problem is we don't know if the system is trustworthy of not. Grimm has never shown us good wesen cops (there have to be some), or even good human cops on a consistent basis.
It would have been better if Nick had never been a cop.
The best way to frustrate a cyberbully is to ignore him.
