The first half of my working life, Brooks Brothers was pretty much the uniform. In the second half, the corporate/finance types were the same, and for the people doing the hands-on designing and production there were practically no standards at all. For those of us working first level management, we usually dressed casual but kept a jacket, dress shirt and tie in a garment bag somewhere handy just in case.
I would guess that Trek didn't want to get into the potential can of worms that depicting the popular fashions of the 24th century might turn out to be. There's a brief scene in the first TOS pilot where Pike passes a couple out of uniform, obviously off duty and on their way to some leisure activity. Their outfits probably didn't look odd at the time, but today they pretty much scream 1960s. And if you watch Kubrik's 1968 film 2001, the fashions it foresaw for 33 years in its future look downright comical today. And, of course, TOS probably wouldn't have had the budget to provide the cast with off-duty fashions. By the time of TNG they probably would have had the budget, but by then they knew that 30 years in their future people would still be watching their episodes.
My big question about Star Trek costumes is why Starfleet uniforms change so often!
