The guides I read were for both men and women, and back in the 80s and early 90s, men were wearing colored blazers and colored shirts with black or gray trousers. I'm not saying all men did that. There are always men who will dress conservatively.
If you look at the uniforms Kirk and company wear in TWOK, they are red with black trousers. In TNG, Picard's tunic is primarily red with black trousers. The 80s and early 90s were a time of major experimentation with clothing and colors. What I see in Star Trek TNG is the same type of experimentation, reflective of the 80s and early 90s, but they tried to use a futuristic trend with the clothing.
I watched some of the episodes during the last couple of days and I, too, have noticed some things in the Next Generation that seem to reflect the 80s. For instance, the interior of the Enterprise reminds me so much of the office building I worked in during the time period. It was huge, carpeted in two or more different colored carpet squares, and the walls were covered with fabric. The Enterprise is also huge, carpeted with what I assume are carpet squares in various colors, and some of the walls are covered in fabric.
The Enterprise seems to be more eclectic in its design. I was watching the episode, "The Dauphin" where Giordi is working on some kind of device in Engineering. In one scene, he's backed up to what looks like some kind of tubular device that looks like it is covered with a lavender colored bedspread. Very strange. I also noticed wooden paneling among other oddities on the ship. So yes, it does seem out of place because, I think the creators opted for a lavish ship rather than a practical one.
My husband said the exterior of the ship reminded him of the Excelsior. I thought it was similar, but to me, the style of the Excelsior is much more futuristic looking than than TNG Enterprise. Surprising to me for a ship that was created 100 years before TNG Enterprise.
