There really are some odd things about Genesis, though. After Kirk shows Spock and McCoy the tape, Spock asks if they have proceeded with the experiment. Kirk says, "Well the tape was made a year ago. I can only assume they are at Stage Two by now".
He can only assume? Hasn't Carol been updating him with her progress? That's what I mean. She has such tight control over it that even he doesn't know what's going on.
Khan blew it up, but I don't think for one minute that was his intention from the getgo. And, I wonder, just why weren't Carol's scientific team paired up with Reliant to find a suitable planet? I thought it strange that Captain Terrell and Chekov would be checking out planets to begin with. And you'd think that, since they already detected life there, they would have flown away, case closed. Transporting it somewhere else isn't a solution.
I always wondered why they just didn't find an asteroid belt somewhere and test it there. Our own solar system is full of moons.
Not personally, no. But there's no way she would be surprised that the Federation would. In fact, with the control she exorcises over the project, I would bet she's counting on it.
As for recognizing the potential danger, Kirk wasn't one bit surprised when Spock and McCoy were pondering the weaponizing capabilities of Genesis. If Kirk knew, then Starfleet knew as well.
