It would consume and transform whatever matter existed within those rings we saw radiating out from the explosion. That would include the Reliant, the nebula gas and dust that surrounded it and if the rings reached it, Regula I and the orbiting lab. If the wave didn't extend to the outer edge of the nebula, the resulting planet would be at the center of a spherical "hole" in the cloud, and there would still be nebula surrounding it. Since we never see Regula I or the nebula again in STII or III, I conclude that the nebula was small enough for the wave to consume it and that the wave reached the planet and lab and consumed them as well.
