The fact that Pluto is only a bit less than 1500 miles in diameter wouldn't help, either.
You'd have to launch Genesis at a planet of appropriate size and distance from its sun for it to produce a usable Class M world, because any issues outside of the planet itself (solar storms, massive planet-killer asteroids, etc.) would still be there.
I'm trying to remember if there was ever any device or weapon depicted on Star Trek that had the potential to destroy or substantially alter a star. Can't think of one offhand.
