The original cut doesn't have any discussion of Mitchell's remark. It was an offhand comment nobody made anything of that doesn't make much sense with Kelso's shipwide alert announcement deleted, but it would have been difficult to cut from the turbolift scene. I think the remark can definitely be interpreted as Mitchell having a low opinion of Kelso, but it's not nearly as telling as his later comment about Kelso being a fool and his exchange with Dehner about "improving the breed." Smith, OTOH, didn't seem to mind Mitchell reaching for her hand at all.
In the 60s, most series pilots never got aired. Star Trek reused both of theirs because they were falling behind schedule in production. I doubt they spent a lot of time thinking about things that didn't work while they were recutting the 51 minute pilot down to the 48 minute length required for broadcast. It was probably just a matter of what they could cut without creating holes in the story.
