I wondered why it was being debated since it was no big deal. I assumed Mitchell's statement about Kelso went back to Kirk's video conference with him. I wondered how he could heard it since he wasn't in the room. I thought it could be via ESP. According to the episode, he has the highest Esper of anyone on board. He should be able to perform some fantastic intuition tricks with that score. But it doesn't have to go that far. Mitchell could have been in the room the whole time, he just wasn't visible to the viewer. There were a lot of people in there and some were listening to Kirk's conversation with Kelso. I would imagine the scene you're referring to was possibly deleted because it would have been confusing to the viewer?
In any case, I just watched Where No Man Has Gone Before on Paramount this morning.
Regarding the scene where Kirk has the department heads in the conference room, it didn't look like the same room as the briefing lounge. I think the creative team meant to show two different areas.
