I would think they would have to assign jobs based on skillsets, otherwise how could someone like Uhura become a communications officer or, Bones. a physician?
Something I have been wondering about regarding the Alternative Factor. I get that there was a huge universal event, but the way it is treated makes me wonder just how disastrous it was. For example, we don't hear anything about any other species making any big deal out of it, and we know it didn't just happen in Federation space. In fact, the Commodore himself doesn't really make a big deal out of it by assigning the Enterprise to find out what's going on.
That said, if Kirk hadn't gone down to the planet and investigated, would the two Lazurii eventually have come together, and thus, prevented the universes from exploding?
