I believe that is true to an extent, although in the case of Lazarus, it seemed the only time he had security guards on him was after one of his many falls and he was unconscious. The security guards are there with Kirk and McCoy takes the spotlight to yell at Kirk for having two security guards in sickbay. It is dumb, and their place should have been outside sick bay in the corridor.
But this got me thinking about the appearance of security in general. As far as I can recall, they are never on the bridge, and are rarely seen guarding anything. Their main purpose seems to be beaming down with Kirk and company. We all know that was for the purpose of being picked off and thus, creating suspense. On the flip side Enterprise, seen in Mirror, Mirror, security seems to make notable appearances and if I recall correctly, some of them were body guards.
It almost seems to be a Roddenberry vision that the Enterprise is a peace loving ship, and therefore, security is only needed when there is a danger to the ship itself or, of course to beam down with Kirk and then get killed. Other than that, there is no use for them on the ship. This is, of course, excluding Mr. Scott and Uhura. I find it interesting that they would be part of security. I would have thought Engineering would have had its own separate color.
