I think the apparent lapse of computer research for Lazarus is probably an "early episode" symptom. At some point, it was decided that the Enterprise's computer would have access to the sum total of all data available in the Federation, either in its own local memory or by searching external databases, but I don't think they had thought of that yet. "Code Factor One" probably falls into the same category, because it was never used it again in any version of Trek, even for stories that actually did involve massive invasions like the Borg or the Dominion.
Brown was a last minute replacement for John Drew Barrymore, who didn't show up on the first day of filming. Filming ran two days behind schedule, so Brown probably had about as much time to come up with his Lazarus as it took for the studio to do his makeup and costuming.
