The way the Guardian talks, it seems to see its visitors as ignorant primitives. Would it bother to lie to them if it thinks they're barely capable of understanding what they're told?
The Guardian doesn't have to lie to mess with the primitives. All it has to do is only answer the questions it's asked and not offer any unsolicited help. Kirk asked it if it could slow down the playback. Nope. He did not think to ask it if it could just send them to the same place McCoy went but an hour earlier. Maybe it couldn't do that either, but maybe it could have and it just wasn't asked the right question.
